CHAMPIONSHIP RULES

Article 1 – Introduction
1.1. The Championship committee shall consist of no fewer than three (3) members. The Coordinator shall serve as a Chairman of the Committee.

1.2. These regulations shall be extended to all WBA Continental title and the Championship bouts shall be governed by the W.B.A. boxing rules.

1.3. Subject to the following, any Boxer shall be permitted to issue a challenge for the title of WBA Continental
Champion. Such challenges in the case of eligible Boxers must be made through the European National Association from which the challenging Boxer is licensed.

1.4. Boxers recognized by their National Association as Champions, official contenders, or participants in a sanctioned bout are bound by these Rules.

 

Article 2 – General
2.1. The Championship Committee, may under special circumstances, be empowered to approve a Continental Championship contest at its sole discretion.

In the event that the Title is won by a boxer who resides outside Europe such boxer will have to defend the title against a qualified boxer from Europe.

2.2. Each boxer is expected to be familiar with all Association rules, including those regarding time periods
concerning their obligation to defend, or challenge for a title.

2.3. In its sole discretion, the Championship Committee may reduce, extend, or otherwise modify the
periods for mandatory defenses.

2.4. WBA CONTINENTAL TITLE FIGHT is of duration of 12 Rounds.

 

Article 3 – Eligibility
A Boxer to be eligible to take part in a contest for a WBA Continental Championship, the Boxer Must conform to the following conditions

3.1. must be a minimum of 18 years of age

3.2. must have been domiciled in and a citizen of a European Country

3.3. must have boxed at least five of his last ten contests in Europe

3.4. must be licensed by an National Association in Europe;

3.5. must be approved by the W.B.A. Continental Championship Committee

3.6. must not be holding any World Title of any other Federation

 

Article 4 – Champions
4.1.
WBA Continental Champion can not hold a title in more than one weight category at the same time.

4.2. If a Champion wishes to fight for the title in another division, he must first apply to the Championship
Committee for a special permit to participate in a contest for another title. If permission is granted and he
wins the fight, the boxer must notify the Committee within ten days, as to which title he is going to keep.
Failure to do so the Association will declare his previous title VACANT.

4.3. If a Champion participates in a championship contest without the approval or sanction of the Championship Committee, they may lose the Association’s recognition.

 

Article 5 – Mandator Defenses
5.1. A W.B.A. Continental Champion shall defend his title in a contest with the Official Challenger within nine
months of having won it or having defended it successfully

5.2. Should the Official Challenger be unable or unwilling to engage in a contest against the WBA Continental Champion, the Champion shall defend his title against the next highest raked person available in the Current Ratings

5.3. The period of time of any postponement granted for any mandatory defence that goes beyond the regulatory time
period of 9 months, will be deducted from his forth coming defence period.

5.4. Any Boxer who has been contracted to fight for the WBA Continental Title shall not engage in a contest within 28 days prior to the date for such a contracted Championship.

5.5. A Champion shall not be required to defend his title until the expiration of 6 months from the date of winning that title, and then he will be required to make a Mandatory defence against a challenger to be nominated by the Ratings Committee for the next highest rated, and available contender who excepts the nomination.

 

Article 6 – Voluntary Defences
6.1. The Champion will be allowed to make voluntary defences subject to the WBA Continental Ratings committee consideration of the challenger.

6.2. The WBA Continental Champion may defend his WBA Continental title voluntarily only against a Boxer in the current ratings and this will not prevent the W.B.A Continental Champion from fulfilling his obligations in relation to the mandatory defence of his title. The boxer (Champion or Challenger) withdrawing from the championship contest after the signing of the contracts shall be sanctioned with a fine of EURO 3.000

 

Article 7 – Championship Agreements
7.1. Mandatory Defences
7.1.1. Following the nomination by the WBA Continental Ratings Committee of the Official Challenger or, where necessary, a substitute, the two Boxers who are to box for the title and the Promoter is approved by the WBA Continental Championship Committee to promote the contest shall have three months within which to make the necessary arrangements for the contests to take place.

The said Promoter shall notify the W.B.A. Continental Championship Committee of the arrangements and send to it copies of the contracts which he has entered into by both Boxers.

7.1.2 The boxers’ purses are always net of all taxes and the boxers are entitled to receive their purses according to the purse bid or according to the agreement of fight.

7.1.3 The contracts must be authorised in writing by a European National Association by whom the Boxers are licensed. The contracts must be sent to the W.B.A. Continental Co-ordinator within a minimum of 30 days before the date of the contest, failing which, the WBA Continental Championship Committee shall have the discretion to stop the contest taking place.

7.1.4. Except with the written authorisation of the WBA Continental Championship Committee, neither, a WBA Continental
Champion nor a Challenger for his title, whether Official or otherwise, shall not box less than 28 days before he is due to box for a WBA Continental Championship from the date of opening of the purse or from the date of a signed agreement, if the fight is scheduled by agreement.

7.1.5. A contest for a W.B.A. Continental title whose date and venue have been arranged cannot be postponed except in exceptional circumstances and with the approval of the W.B.A. Continental Championship Committee.

7.1.6. The mandatory defence of the WBA Continental title, whose date and venue has been arranged, and cannot take place for whatever reason, then the W.B.A. Continental Championship Committee may, at its absolute discretion, put out a contest for that WBA Continental title on such terms as it deems fit.

7.2. Voluntary Defences.
7.2.1. A WBA Continental Champion wishing to defend his title voluntarily must first obtain the approval
of the WBA Continental Championship Committee.

The full record of the prospective challenger; shall be submitted to the WBA Continental Championship Committee for its approval (ii) If the WBA Continental Championship Committee approves the voluntary defence the WBA Continental
Champion shall not engage in a voluntary defence of his title against any other opponent prior to the approved contest;

7.2.2. A voluntary defence, which date and place has been accepted by WBA Continental Championship Committee cannot be postponed, should the reason be the unavailability of the Challenger.

The Champion may defend against another rated opponent on the accepted date, subject to the agreement of the WBA Championship Committee.

7.2.3. If a proposed voluntary defence is not approved by the W.B.A. Continental Championship Committee, any contracts which may have been entered into between the Boxers, the Managers and any Promoters shall be comenull and void;

7.2.4. For the avoidance of doubt, a successful voluntary defence of his title by the WBA Continental Champion shall not have any effect on his obligations in relation to the mandatory defence of his title;

7.2.5. If the WBA Continental Champion loses his title in a voluntary defence, the new WBA Continental Champion has to meet his Official Challenger before being allowed any voluntary defence’s and this to be within a period of three (3) months from the date when the new Champion won the title.

7.2.6. The W.B.A. Continental Champion, who wins the title in a voluntary defence must make a mandatory defence of his title prior to any voluntary defence.

 

Article 8 – Purse offers
8.1. All payments must be done in Euro

8.2.1. The affiliated European Association of the Country in which the contest takes place shall be responsible for ensuring that the purses are paid irrespective of whether the contest has been put out for purse offers and will also
be responsible for ensuring that the sums due to be paid are transferred, where necessary, out of the jurisdiction. Payment to both Boxers must be completed immediately following the contest, according to the terms of the contracts
8.3. Purse Offers shall be sent to the W.B.A. European Coordinator within 21 days of a request for purse offers having been notified to European National Associations. The purse offers can be accepted by the WBA European Coordinator, directly from the Promoter, with the approval of the Federation.

All purse offers shall be submitted through Promoters by a European National Association and shall be sent by a special recorded delivery.

8.3 continued
– the WBA European Coordinator will not accept the notice of the agreement among the involved parties if such notice is not accompanied by the required contracts

– The purse bids for all the WBA Continental titles shall be sent to the WBA European Coordinator only by a recorded delivery All purse offers transmitted by fax and not delivered in sealed envelope shall be considered null and void.
The purse offers shall specify a maximum period of 60 days within which the contest shall be promoted. In submitting a purse offer, the Promoter will accept the travel and accommodation expenses of three persons (boxer, manager, and trainer) for three days only.

8.4. In The Event that any of the following circumstances happen below

8.4.1. No Purse offers are received within the specified time

8.4.2. The purse offer or offers received are considered by the W.B.A. Continental Championship Committee, and
they may then call for a new purse bid procedure by notifying European National Associations. In such circumstances, the W.B.A. Continental Championship Committee may direct that purse offers are to be submitted within such a period that they should decide when purse offers are called for the second time, the short terms shall be of 15 days and the very short terms shall be of 7 days.

8.5. No contest will be approved by the W.B.A. Continental Championship Committee unless it is to be promoted by a promoter who is licensed by a European National Association.

8.6. Purse offers shall be inclusive of all ancillary rights and, specifically, shall include the possible televising,
broadcasting or screening of the contest by film or other means. The sum to be received by the visiting Boxer or Boxers shall be free of all taxes (whether federal, national or municipal).

8.7. When submitting a Purse Offer to the W.B.A Continental Coordinator, the European National Associations shall attach a letter bearing the following text (failing such a declaration, the bid will be considered null and void):

 

DECLARATION CONCERNING PURSE OFFERS
Our Association declares to have received a bond of EURO 5.000,00 from Promoter Mr. _____________________________as warranty of his promotion of the contest ____________________ versus ____________________. This bond will be confiscated by the W.B.A. If, for whatever reason, the Promoter does not promote the contest.

 

8.8. The winning promoter of the purse offers shall have 15 days time to specify the date of the contest. He shall organise the contest within 60 days from the date of opening of the bids but not before 21 days from such a date, unless by agreement of the involved parties

8.9. If a promoter having won a purse bid, should then withdraw from the said purse bid, the WBA Continental Championship Committee will ask the second highest bidder if he accepts to conform his bid to the first one. If he refuses, the new purse offers will be called forth with on very short terms

8.10. The contender (champion or challenger) who withdraws from a mandatory WBA Continental contest, except for reason independent from his will:
– after that the purse offers have been awarded
– after the contest has been agreed by the parties and approved by the W.B.A. Continental Championship Committee;

The Offending Boxer shall be fined by the amount of EURO 3.000 and shall no longer be eligible as official challenger for the minimum period of 6 full months. In the case he does not comply with such a decision, he will be removed from the W.B.A. Continental Ratings until the fine has been paid.

Purse Money
8.10.1. In the event of the W.B.A. Continental Championship being submitted for Purse Offers, such purse shall be divided as follows 60% to the Champion and 40% to the Challenger

8.2. In the event of the title being vacant, the Purse shall be divided on the basis of 50% for both Boxers.

 

Article 9 – Loss of the title
A title may be lost for any of the following reasons:
The WBA Continental Champion shall lose his title in the following ways:

9.1. If he is beaten in a contest within the weight limit of the division.

9.2. If he is defeated in a contest taking place under Championship conditions and recognised as such by the WBA Championship Committee

9.3. If a disciplinary measure of suspension or for any other suspension’s matter, requested either by the
Federation where the boxer is affiliated

9.4. If owing to sickness, accident or any other reason he is unable to box and, without prejudice to the general
ity of the foregoing, or where he is unable or unwilling to participate in a contest for a WBA Continental title whose date and venue has been arranged, and the WBA Continental Championship Committee exercises its discretion to put out a contest on such terms it deems fit

9.5. If he surrenders his title due to being overweight, (or for any other reason ) DELETE FOR ANY OTHER REASON

9.6. If his conduct as a Boxer is regarded by the W.B.A. Continental Championship Committee as being improper and bringing the sport into disrepute 9.7. If he participates in a contest for his national title and loses it.

9.8. If he fails a drug test.

9.9. If he is beaten in a contest made at the Championship weight for the division in which he is Champion by a boxer whose citizenship, nationality and/or boxing licence qualifies him as a possible contender for a WBA Continental
Championship.

9.10. If the Champion has lost his title for one of these reasons, the highest rated boxer in the current Ratings, after the Official Challenger who confirms acceptance of the position will be appointed challenger to meet him in a contest for the vacant title.

9.11. When a Champion is inactive for more than nine months, at the sole discretion of the Championship Committee, may
declare the title VACANT.

9.12. If the Champion fails to comply with any rule of the Association, the Chairman of the Championship Committee may declare his title vacant.

9.13. When a Champion loses in a non-defense of the title bout, he may lose his recognition as a Champion, even if he fought under special permission.

9.14. Loss in a bout of Association rules

9.14.1. Violation of misrepresentations.

9.14.2. In the event that the WBA Continental title is declared vacant, two ranked boxers can fight for the title.

 

Article 10 – Special Permit
10.1. The Association recognizes that strict application of these rules may be suspended or modified in certain extraordinary situations when justified. In such cases, the Association will consider a request for Special Permit (with Exception) for any of the following reasons listed below

10.2. To engage in a voluntary defense otherwise barred by a mandatory defense requirement:

10.3. To fight for a title in a different weight division.

10.4. To engage in a title fight for other organization.

10.5. To engage in a non-title fight.

10.6. To fight for a title with a non-rated boxer.

10.7. To extend or otherwise modify a mandatory defense period.

Special Permits may be granted, denied or granted upon certain conditions at the sole discretion of the Chairman of Championship Committee or by the president.

A Request for a Special Permit must be accompanied by a payment to the Association of Euro 2.000,00 €.

The appealing procedure shall be the same used in the WBA.
